Former Finance Minister Nhlanhla Nene extended the role of acting SARS (South African Revenue Service) commissioner Mark Kingon for a further 90 days, as of 1st October, 2018. Kingon was appointed in the acting role in March this year, following the suspension of then SARS Commissioner Tom Moyane by President Cyril Ramaphosa.

What does this mean going forward for SARS and the Pros and Cons of an acting title?

Kingon’s Role at SARS -With the 2018 personal income tax filing season drawing to a close on the 31st of October 2018, Kingon has given the rationale that “A shorter filing season allows additional time for SARS, taxpayers and the tax fraternity to deal with return verifications before most taxpayers go on the December holiday break.” As a loyal employee of SARS for 34 years and in his acting position, it seems that Kingon is making choices for the longevity of successful work flows for SARS employees and for South African Tax Payers, even after his 90-day roles are complete.

Strengths of an Acting Role:

The Time to Find the Ideal Candidate – appointing a temporary candidate allows for your business to find a suitable fit instead of just filling the role with who is available.

Thinking Ahead– the importance of managerial roles is to assist a company to achieve their overall goals. By ensuring little to no lapse in authority, strategy and employee trust in the business, as well as ensuring the intended targets are on track. Having someone stand in until a permanent candidate fills the role can ensure that the business or organization is meeting its day-to-day functions while a clearly defined level of power can impact the future growth of your business.

Weaknesses of an Acting Role:

Decision-making - With uncertainty regarding the full-time filling of the role, what long-term decision-making can be followed through in a limited time frame and the authority granted to the candidate may be limited.

Expectations of the Candidate – in an acting position, employees may be required to go through several channels to have a decision considered or approved as a long-term plan. As the candidate is also a temporary stand-in, realistic expectations should be outlined by employer and employee for the job role.
